That is our number on the list. 1,343 people are ahead of us, waiting for a child in our same age range. What a staggering number to think about! No wonder it takes years to process all these families! So what does this mean and what is next?
Bast case scenario: we are able to transfer back to Los Pisingos within the next few months.(as no matter what: this will give us the shortest wait. And we just love Los Pisingos anyways!)
Next best case scenario: If we have to stick with ICBF/the government wait list route, it sounds like for every two regular ICBF cases that are moved to a region as referrals are processed, they will also move ONE Los Pisingos family as well. From what I can gather, this means that we will move along quicker than people who submitted to ICBF directly, but the wait will still be longer than if we were with Los Pisingos.
Overall, this sounds like pretty good news, but yet still very confusing and a lot of details that we really don't understand or know. We will continue to trust that God will guide us!

ReplyDeleteAs far as Los Pisingos, where we applied unsuccessfully, I think they are a long way from recovering their habilitation.
As you say, the reason why they lost their accreditation is not 100% clear.
The least we could expect from them, after two years of waiting, was to be given a detailed explanation.
One objective reason (from govt sources) is default on tax payment.
Still, our govt agency believes that there must be some important issue behind the tax technicality to justify removing LP habilitation.
I understand from one of the comments given on this blog that the sum due was around 200 0000 $.
How a non profit organisation may be subject to such a tax ?
Here are some elements that can explain the situation.
2 days before losing their accreditation, relatives of ours were approved for a child at LP.
When we heard the news, we were very happy for our relatives. I called the head of LP, who seemed to have completely forgotten about our case (which, after 2 years of regular contact and a complicated and to say the least quite unique family situation came as a real shock). We were then told that LP was closing for adoption and not given any explanation. After insisting, he told me we had been presented for the same child as our cousins, for had applied 7 months after us, due to the age spread between our child and the child to be adopted, compared to our cousin's child.
The fact that we were told that we had been "in competition" with our relatives is simply not admissible ! Could the head of LP not imagine for a split second that we should NEVER had had this information, and that this resulted in affecting our relationship with our cousins ?
Our experience (shared by people familiar with the ICBF) is that LP is opaque in its attribution process.
Our direct experience confirms this.
Therefore I suppose that LP lost its accreditation due to the attribution process. As a result, it lost its status as a non profit organisation, and my hypothesis for the explanation of such a tax sum to be paid is that the state demanded tax income on the last (let's say) 5 years on which its non profit status was revoked. The state would not levy such a punishment without a strong reason.
From a financial POV, it will be difficult for LP to get back on its feet, as some of its financial resources come from parents who have adopted and make a donation.
We have been extremely disappointed by LP and more precisely its director's behavior.
We originally thought that they were paying special attention to the perfect match between a child and his future parents. Unfortunately, we were completely wrong. This was an excuse for a shady attribution process.
We received confirmation about ICBF strategy w/ respect to LP parents waiting line as you describe it
I'm sure that LP takes great care of its children, but one sure thing as far as I'm concerned is that they have a management issue at the very top level that needs to be addressed. Let's pray that these changes be made shortly.
